Alternative report to Ukraine’s CERD periodic reporting
The No Borders Project and its partners prepared the alternative report to Ukraine’s Periodic Report under the International Convention on the Elimination of All Forms of Racial Discrimination. The alternative report provides evaluation of the status of implementation of the CERD concluding observations on Ukraine’s 19-21 st periodic reports (CERD/C/UKR/CO/19-21, 14 September 2011).
The State prepared its report, where on 56 pages telling how 32 recommendations provided by the Committee in the last cycle in September 2011 were implemented in 2011-2015. Some issues, such as the lack of anti-discrimination legislation or changes to the law on refugees, were solved during these four years. However, many remarks concerning continuous and persistent activities to ensure actual elimination of discrimination are still relevant for Ukraine. The alternative report of the Coalition of human rights organizations for evaluation of Ukraine’s compliance with the International Convention on the Elimination of All Forms of Racial Discrimination and the CERD concluding observations on Ukraine’s 19-21 st periodic reports focuses on these issues.
Six partner organizations analyzed the Committee’s recommendations, Ukraine’s state report, as well as the current situation with observance of the right to non-discrimination, and prepared their own vision. The alternative report was submitted to the Committee, and we look forward to the review of achievements and problems in Ukraine this August hoping that the Committee members take into account our recommendations.
Authors of the report/members of the informal Coalition: The No Borders Project/Social Action Centre NGO, Association of Middle East Studies, The Right to Protection ACF, Roma Center for Human Rights Protection, Romani Cherkhen Association, Institute for Religious Freedom, Coalition for Combating Discrimination, and the Eastern Partnership Minorities Network.
